The Government Affairs, Engagement & Advisory (GAEA) practice includes U.S. State and Federal Government Relations & Lobbying in addition to International Government Relations & Lobbying. Our team consists of experts and leaders in these areas.
We provide global coverage by region – Middle East, South Asia, East Asia, Former Soviet States, Africa and Latin America.
GAEA services include intelligence around strategic country entry such as stakeholder identification and engagement strategies. The firm also provides political insight, assistance and advisory regarding regulations, public policy issues advisory, and crisis management.
Separate from GAEA, the Global Engagements, Public Affairs, and Communications practice covers a wide array of services including creative strategies to solve unique business challenges. These strategies can include building specific global connections and profile plans.
The services of our third practice, Strategy & Development (S&D) services include emerging markets strategies, anti-corruption/compliance and controls, business development strategy and growth strategies.

Sultan Global Group is led by Saadia Ghani Sultan. Ms. Sultan is a seasoned government relations leader with over 17 years of experience in government relations and international affairs. She has spent over 11 of those years in the oil and gas sector in the government relations functions with Exxon Mobil Corporation and BHP Billiton in Washington DC and Houston respectively. During this time, Ms. Sultan developed high-level networks with U.S. Government, Think Tanks, Non-Profits, Foreign Governments, Multilateral Institutions, Academia, Trade Associations, and Business Councils among other organizations. As a consultant, Ms. Sultan has expanded her network beyond the oil and gas sector. In addition to her work as a consultant, Ms. Sultan is also the Houston lead for Asian Americans in Energy, Environment and Commerce (ae2c), an At-Large Member of the Board of Sister Cities of Houston and a member of the Houston Committee on Foreign Relations. Her work in the Government Affairs sector keeps her involved in other networks as necessary.


SGG Mexico is primed to provide clients unique insider insight on Mexico as the nation undertakes a very significant period in its history – the opening up of the upstream hydrocarbons sector to foreign companies.

As Energy Reform implementation continues in Mexico and the nation opens both its oil and gas upstream and downstream sectors to foreign and private investment, U.S. and other foreign companies will need assistance navigating the supply chains and networks in the country. Sultan Global Group Mexico provides premier insider access to the hydrocarbons market particularly on the downstream side where our personnel possess intimate details of the complete hydrocarbon supply chain.

Our Mexico practice will also provide insight regarding political, legislative and regulatory developments as well as insight into the complex social and cultural issues that are unique to Mexico. Our advisory also includes public and government affairs, political, security, macroeconomic and socioeconomic analysis and new business development.

Our relationships and networks on the U.S. side will allow us to provide high-level access and insight to Mexican clients regarding the U.S. We can advise these clients regarding the political realities in the U.S. and its impact on bilateral relations in addition to recommending new business development ideas and advisory on market entry into the U.S.

Tony Payan, Director

Tony Payan, Ph.D., is the Françoise and Edward Djerejian Fellow for Mexico Studies and director of the Mexico Center at the Baker Institute. He is also an adjunct associate professor at Rice University and a professor at the Universidad Autónoma de Ciudad Juárez. Between 2001 and 2015, Payan was a professor of political science at The University of Texas at El Paso.

Payan’s research focuses primarily on border studies, particularly the U.S.-Mexico border. His work includes studies of border governance, border flows and immigration, as well as border security and organized crime.

Payan has served on several boards, including the Camino Real Regional Mobility Authority in El Paso, Texas, and the Plan Estratégico de Juárez in Ciudad Juárez, Mexico. He is a member of the Greater Houston Partnership’s Immigration Task Force and the Mexico Energy Task Force. He previously served as president of the Association of Borderlands Studies between 2009 and 2010.

Payan earned a B.A. in philosophy and classical languages from the University of Dallas and an MBA from the University of Dallas Graduate School of Management. He received a doctorate degree in international relations from Georgetown University in 2001.
